副研究员，交通运输部水运科学研究院青年首席研究员，法学、交通运输运输规划与管理双硕士学位，交通运输部水路交通安全应急专家库专家。长期从事危险货物港口作业安全、港口客运安全、通航建筑物运行安全、港口安全生产风险防控、港口设施保安等方面的应用研究。
主持或为主承担《港口危险货物双重预防机制研究》《危险货物港口作业安全标准体系研究》等部级科研项目十余项，《客滚船码头安全技术及管理要求》《危险货物集装箱港口作业安全规程》等国家标准、行业标准十余项。参与《港口危险货物安全管理规定》《港口设施保安规则》《客运码头安全管理指南》《客滚船码头安全管理指南》《关于加强通航建筑物和航运枢纽大坝运行安全管理的意见》等二十余项行业规章、规范性文件的制修订工作。
参与编写著作3部。在国内外发表论文二十余篇，其中EI检索论文6篇。获省部级一等奖1项，二等奖2项。

To vary and improve risk assessment method of port facility security, a new risk assessment approach based on a comprehensive model (DHGF model) is developed, which integrates the Delphi method, the analytic hierarchy process (AHP), grey theory and fuzzy evaluation method. A comprehensive evaluation to the target port facility on security is obtained from qualitative analysis to quantitative analysis by the establishment of a complex risk assessment index system on security environment, security management and emergency management.

Port Facility Security Standardization Management is the important means not only in promoting the institutionalization and systematization of port facility security, but also in improving the effectiveness of port facility security.
