博士，研究员，安全与环境工程专业方向，现任溢油应急中心专业技术委员会主任。国家注册安全工程师。大连海洋大学客座教授、山东交通学院硕士研究生导师，先后在国家发展和改革委员会、天津港集团有限公司锻炼工作。现任工业和信息化部安全应急装备标准化工作组委员，中国环境学会环境应急专委会常务委员，中国指挥与控制学会低空产业经济工作委员会常务委员，中国海洋工程咨询协会科技创新分委会常委理事，科技部国家重点研发计划项目首席科学家，财政部、北京市评审专家库专家，北京市科委、天津市、深圳市科委专家库、天津市应急管理局专家专家库专家，是国家水路运输污染防治与重特大事故应急技术示范型国际科技合作基地、交通运输行业溢油及化学品应急技术创新团队、交通运输行业水运绿色生态技术创新团队等核心成员。

近年来主持完成20余项重大科研课题，主持及参与多项国家重点研发计划中重点专项，主持或参与制修订10多项国家、行业及全国性团体标准；承担完成溢油应急决策指挥平台等省部级实验平台建设项目4项，系统性开展海上重大溢油事故应急调度指挥集成技术研究、水上污染事故应急技术研究、船舶与港口污染防治技术研究、重点港口数字化转型智慧化升级政策方案研究。曾获交通运输部水运科学研究院首届青年科技英才称号、交通运输部水运科学研究院青年首席研究员（水路危险货物运输污染事故应急处置技术）。取得或发表系列专利专著，多项成果获评交通运输部重大科技创新成果，多项成果获得省部级奖项。

Research Achievements:

In recent years, has led and completed over 20 major research projects, presided over and participated in multiple National Key R&D Program projects, and led or participated in the formulation and revision of more than 10 national, industry, and national association standards. Has undertaken and completed 4 provincial- and ministerial-level experimental platform construction projects, including the Oil Spill Emergency Decision Command Platform. Has systematically conducted research on integrated emergency dispatch and command technologies for major marine oil spill accidents, emergency response technologies for water pollution incidents, ship and port pollution prevention and control technologies, and policy solutions for digital transformation and intelligent upgrading of key ports.

Honors and Awards:

Recipient of the First Youth Science and Technology Talent Award and the title of Young Chief Research Fellow (specializing in Emergency Response Technology for Waterway Dangerous Goods Transportation Pollution Accidents) at the China Waterborne Transport Research Institute, Ministry of Transport. Has obtained and published numerous patents and monographs; multiple research achievements have been recognized as Major Scientific and Technological Innovation Achievements by the Ministry of Transport and have won provincial- and ministerial-level awards..
